Reassignment And rehirement programs

 

This section provides an overview of common reassignment and retirement options. It is not exhaustive, nor does it provide all necessary details. The intention is solely to provide a short explanation of options you may repeatedly hear during RIF discussions.

CDC's OHR provided RPL/PRL information in mid-May. We have linked them in the resource section below for convenience.

 

Reassignment Programs

If you are not of retirement age, you may be eligible for programs that help with reemployment in the federal workforce​.  The most common programs are described below. Each requires substantiation of your eligibility (e.g., via RIF notice, SF-50, performance appraisal).

Vacancies with these programs will be posted on USAJOBS, and will include the following icon as an available hiring path:

Career Transition Assistance Plan (CTAP)

Provides eligible federal employees priority placement when applying for jobs within their own agency.

Eligibility

  • You’ve received a RIF separation notice,

  • You are a current competitive service employee in tenure group I or II,

  • You have a satisfactory or better performance rating,

  • You are in the local commuting area of the job you’re applying for,

  • And the position is at the same or lower grade as the one from which you are being separated.

Interagency Career Transition Assistance Plan (ICTAP)

A special hiring preference program for displaced federal employees who are seeking federal jobs in other agencies.

 

If you’ve already separated, apply under ICTAP—within one year of separation.

Eligibility

  • You apply within one year of an acceptable separation type:

  • Receiving a RIF notice

  • Separated due to a disability

  • Your agency was relocated outside your commuting area

  • You were in Tenure Group I or II,

  • You received a rating of record of at least “Fully Successful” (or Level 3),

  • You apply for a job in the local commuting area, and

  • You’re applying for a job at the same or lower grade as your previous position.

Reemployment Priority List (RPL)

The RPL is available for competitive service employees. RPL provides reemployment consideration and placement assistance to current and former HHS competitive service employees who have been, or will be, separated by RIF or have fully recovered from a compensable injury after one (1) year.

  • Employees impacted by the RIF must register on or before the RIF separation date.

  • Your name will stay on the list for two years; or until you decline a valid job offer or accept reemployment.

  • Qualified RPL registrants must be considered for open positions before new hires are processed.

  • Agencies must clear the RPL before making outside appointments in competitive service jobs.

 

To apply for RPL inclusion:

  • Email hrcs@cdc.gov with the subject line "RPL Registration."

  • If Emailing Your Ticket: DO NOT include "Fw:" in the subject line, the system will reject the email.

  • Request to be included in the RPL

  • Attach 1) your RIF notice, 2) updated resume, 3) a completed RPL registration form, and 4) most recent SF-50 notification

Eligibility

  • You were separated or demoted due to a RIF or similar action,

  • You had a career (Tenure Group I) or career-conditional (Group II) appointment,

  • You received a rating of Fully Successful or better,

  • You're seeking reemployment at the same or lower grade level in the same commuting area.

Priority Reemployment List (PRL)

The PRL is available for excepted service employees who are subject to the provisions of Title 5, United States Code (U.S.C.). PRL provides reemployment consideration and placement assistance to former HHS excepted service employees who have been furloughed or separated by RIF or compensable injury, or who appealed an adverse action to the Merit Systems Protection Board (MSPB) and were found to have been unjustifiably dismissed from the agency but were not entitled to immediate restoration under the MSPB’s decision.

To apply for PRL inclusion:

  • Email hrcs@cdc.gov with the subject line "PRL Registration."

  • If Emailing Your Ticket: DO NOT include "Fw:" in the subject line, the system will reject the email.

  • Request to be included in the PRL

  • Attach 1) your RIF notice, 2) updated resume, 3) a completed PRL registration form, and 4) most recent SF-50 notification

Eligibility

  • Former HHS excepted service employees, both preference eligible and non-preference eligible, who have been furloughed or separated under RIF without delinquency or misconduct from an excepted service appointment without time limit

  • Former HHS excepted service employees who are preference eligible, and who, as the result of an appeal under 5 CFR Part 752, are found by the MSPB to have been unjustifiably dismissed from HHS but are not entitled to immediate restoration by the MSPB decision
