Reassignment And rehirement programs
This section provides an overview of common reassignment and retirement options. It is not exhaustive, nor does it provide all necessary details. The intention is solely to provide a short explanation of options you may repeatedly hear during RIF discussions.
Reassignment Programs
If you are not of retirement age, you may be eligible for programs that help with reemployment in the federal workforce. The most common programs are described below. Each requires substantiation of your eligibility (e.g., via RIF notice, SF-50, performance appraisal).
Vacancies with these programs will be posted on USAJOBS, and will include the following icon as an available hiring path:
Career Transition Assistance Plan (CTAP)
Provides eligible federal employees priority placement when applying for jobs within their own agency.
Eligibility

You’ve received a RIF separation notice,
-
You are a current competitive service employee in tenure group I or II,
-
You have a satisfactory or better performance rating,
-
You are in the local commuting area of the job you’re applying for,
-
And the position is at the same or lower grade as the one from which you are being separated.
Interagency Career Transition Assistance Plan (ICTAP)
A special hiring preference program for displaced federal employees who are seeking federal jobs in other agencies.
If you’ve already separated, apply under ICTAP—within one year of separation.
Eligibility

You apply within one year of an acceptable separation type:

Receiving a RIF notice
-
Separated due to a disability
-
Your agency was relocated outside your commuting area
-
You were in Tenure Group I or II,
-
You received a rating of record of at least “Fully Successful” (or Level 3),
-
You apply for a job in the local commuting area, and
-
You’re applying for a job at the same or lower grade as your previous position.
Reemployment Priority List (RPL)
An agency-specific list that gives former employees priority for vacant positions within their own agency, before outside applicants.

Your name will stay on the list for two years; or until you decline a valid job offer or accept reemployment.

Qualified RPL registrants must be considered for open positions before new hires are processed.

Agencies must clear the RPL before making outside appointments in competitive service jobs.
To apply for RPL inclusion:

Submit a ticket with HR, or email hrcs@cdc.gov and cc Simone Hill

If Emailing Your Ticket: DO NOT include "Fw:" in the subject line, the system will reject the email.

Request to be included in the RPL

Attach your resume.

HR will acknowledge the ticket, and place it in a suspended status until guidance is received.
Eligibility

You were separated or demoted due to a RIF or similar action,
-
You had a career (Tenure Group I) or career-conditional (Group II) appointment,
-
You received a rating of Fully Successful or better,
-
You apply within 30 days of separation (or 30 days from RIF notice),
-
You're seeking reemployment at the same or lower grade level in the same commuting area.
